Herefordshire Procurement Social and Local Value 2020

Herefordshire Council is responding to the need to update its approach to procurement and strengthening social and local value.

The Council is exploring how  greater value for money (VfM) can be delivered by increasing its delivery and measurement of social value outcomes. Focusing on the supply chain to assist in creating and retaining local value and growth. This has the potential to improve quality of life, support local employment, improve skills and job prospects, and develop income.  

The Council seeks to increase its understanding of how its approach to procurement and social value can strengthen future local resilience.

 

The Social Value Business has been commissioned to support the Council to undertake research and help inform its future thinking. The research may lead to outcomes including:

  • Establish Herefordshire social value outcomes
  • Evolve a Procurement Strategy focussed on VfM and Social Value
  • Design Social Value Measurement Framework
  • Build engagement with local Anchor organisations and support them to raise awareness and delivery of social value, contributing to the overall objective of retaining local value and wealth.
  • Local Supply Chain Training Programme (Becoming contract ready and deliver value for money)

 

Local Engagement

Local business and Third Sector organisations interested in or already supplying the council are invited to participate in an online survey.

 

The council would like to understand local businesses knowledge of and appetite for social value and also identify ways in which selling to the council could be made easier in order to engage more locally based businesses.

 

The insight gained from this survey will be used to inform a review of the councils approach to procurement and inform a programme of supply chain training and online conferences which aim to increase communication with the supply chain, introduce ideas for collaborative ventures and increase awareness and skills to assist in reducing barriers of becoming a supplier to the Council.
