Laura Greenman becomes Head of HCR Law’s Planning, Highways and Environment team

Partner Laura Greenman has stepped into a new leadership role, becoming Head of HCR Law’s Planning, Highways and Environment team.

A ‘Recommended Lawyer’ in the 2025 Legal 500, Laura’s career at HCR has continued to grow since joining the firm in 2018. Laura will now lead the Planning, Highways and Environment team across England and Wales, supporting clients nationwide.

Laura’s extensive experience has led her to advise both public and private sector clients on significant built environment developments. Notably, this includes acting for the local planning authority on the North East Malvern sustainable urban extension, a mixed-use, 52-hectare development set to deliver 800 new homes, employment land and leisure facilities.

Laura’s appointment comes at a critical time for the entire built environment industry, with the incoming National Planning Policy Framework, the government’s target of delivering 1.5m new homes in this parliament, and businesses continuing to transition to net zero through renewable energy sources. This has led Laura to be invited to several industry events across the country, including sitting alongside Homes England, which focused on unlocking development across the Midlands.

Laura’s appointment follows continued growth for the HCR Law Real Estate team, which saw Kelly Davies recently join as Partner and the Head of Real Estate Finance.

On her appointment, Laura said: “I am delighted to take up the role of Head of HCR’s Planning, Highways and Environment team. We are entering a key moment for the sector, with a number of incoming changes that will affect all parties involved.
