FINANCE OFFICER - WLEP

Salary: £26,500 to £28,000 + benefits subject to experience, Location: Malvern, Full-time: 37 hours, Fixed-Term Contract until March 2020 (extension subject to performance and availability of budget)

We have an immediate requirement for a Finance Officer to join the Worcestershire Local Enterprise Partnership (WLEP). The WLEP is responsible for creating and delivering economic growth and jobs in the County, which is achieved through a partnership approach with business, local government, the third sector and higher and further education working together with a common, shared purpose.

You will be required to support the WLEP, Herefordshire and Worcestershire Chamber of Commerce (HWCC) and Worcestershire County Council (the Accountable Body) in providing a full and quality financial management service relevant to the activities within Worcestershire LEP for Budget Holders, Directors, and relevant Council officers. This will include providing financial advice and support to staff on all aspects of financial management and ensuring financial governance is adhered to, whilst acting as the finance representative at appropriate meetings to provide financial challenge, solutions and advice.

You will be responsible for the profiling and monitoring of the budget, completing financial investigations and appraisals on proposals such as changes to service delivery and ensuring that Authority, HWCC and WLEP financial procedures operate effectively and are in accordance with the scheme of delegation, standing orders and financial regulations.

You will also support the preparation of the WLEP annual revenue, capital and grant related budgets and any associated schemes or projects relating to the WLEP and will produce reports for management teams, boards and committees as well as to Senior Management and the Accountable Body.

We are looking for an individual with demonstrable experience of analysing, interpreting and presenting complex financial concepts and information in an understandable form, effectively building partnerships and working co-operatively with a range of internal and external contacts and groups, with the ability to write reports and present findings.

The successful candidate will have significant experience of using Word and Excel and a working knowledge of enterprise systems e.g. E5 financial system, with a substantial and expert understanding of information requirements related to financial monitoring and control.

Whilst this post is responsible to the Director of Operations of the Worcestershire Local Enterprise Partnership, you will be employed by the Herefordshire & Worcestershire Chamber of Commerce, a member-led, not for profit organisation which works to support the local business community and our network of members.
